Since prehistoric times the stretch of the Po Valley Ravenna resources on which was marked by frequent floods of short-performing torrential rivers that descend from the Apennines to the Adriatic Sea. This led to the formation of large lagoons, which stretched from Ravenna until it reaches the Po (which flowed further south than the current rate), creating a large lagoon called agglomeration Padusa Valley.

Given the nature of the place, they lack archaeological evidence of the foundation of Ravenna. The origins are uncertain. The first settlements in the area were the work of Thessaly, Etruscan or Umbrian. The settlement consisted of piles distributed over a series of small islands located within the Valley Padusa, a situation similar to Venice of centuries later.

The oldest archaeological evidence of Etruscan city still is, a sixth-century statue with an inscription dedicated to a god of war (corresponding to the Latin Mars) filed an offer by an inhabitant of Volsinii. At the end of the fourth century BC, the Gauls took control of Ravenna.
